Fmod is really a powerful sound API, but I’d like to know if there is a way to write on the disk wav files in order to make a program that would decompress mp3 or wma into wav files. Is that possible?

Yes, in a DSP stream, just fill a buffer until the song is playing (4096 bytes for exemples), fill a WAV struct and for the data param, pass the buffer data.
I have a DLL wich encode to ogg, mp3 (code form Adion) and wav, it was for vb users.
