I was wondering if playing back an OGG encoded stream at a different rate than it was encoded at makes a difference in decoding performance on the pocket pc (300mhz).

What I mean is will FMOD use less CPU if it plays back a 22khz stream to a 22khz output than playing back a 16khz stream to a 22khz output?

Does OGG quality factor make a performance difference when decoding the stream?

(BTW I use the FSOUND_SetMixer(FSOUND_MIXER_MONO); on ce)

No it wouldnt really be much different, the overhead for mixing/resampling is a lot less than the cost of decoding the ogg.

It would only be a few % faster, just due to the fact that the mixer is running at half the rate (not really related to the ogg at all).
