‘Time stretching’ usually refers to a technique where a sound is lengthened/shrunk to decrease/increase the tempo without affecting its pitch. ‘Pitch shifting’ is the same technique but operates on pitch without affecting tempo.
As far as I know, there is no built-in support for independant control of tempo and pitch. However, the DSP engine can be used (abused?) to do such a task. Apparently there are web sites that describe the common DSP algorithms, so I’m sure that ‘time stretching’ is among them.
