Is it possible to link dinamicly this dll, but not staticly. And why there is no lib file which i could link and use without that fmod.dll

It is possible. You would have to write your own code to load the library and get the function entry points. That will be a lot of code, but then you would only have to find the entry points for the functions that you actually use.
