I know the dsp of Fmod already has low pass filter, but I need to make one myself. I know I must create a custom DSP.

I followed the custom dsp example and implemented that in my application. Until now, everything is successful.

The inbuffer and outbuffer in ReadCallBack method, is it and amplitude wave?

I want to modify the frequency at some point in my buffer (Drop the pitch, etc….) but until now, all I succeded to do is turn the volume up or down! How would I be able to modify the pitch of some points in my buffer?

There is a difference between lowpass filters and pitch shifting filters. A lowpass filter will reduce the volume of the high frequency components of the sound whereas a pitch shifter will change the frequency of the whole sound.

Making a lowpass filter isn’t trivial. There is a good explanation and code sample [url=http://en.wikipedia.org/wiki/Low-pass_filter:myuzrlco]here[/url:myuzrlco].
