(This is about C++ code.)

If I have a pointer to a standard C FILE structure instead of a filename, can I load a sound from it (using a seek offset and data length)? FMOD_System_CreateSound() seems to only accept a filename or memory location.

You could use file callbacks set via System::createSound with FMOD_CREATESOUNDEXINFO, perform the requested actions on your file handle directly.
