If I’ve got a sound like this:

22100 Hz
stereo
3 seconds length

I’d say that its length in samples is

SAMPLES = sampleRate * numChannels * seconds

so, its length in samples should be

SAMPLES = 22100 * 2 * 3 = 132.600

Well, Fmod says that samples’ length is of 66.300 samples… Do you mean by “sample” a chunk made up of ALL channels (L+R, in this case)? It’s the only way it could make sense…
