I want to be re-use sounds from Project A in Project B. However I don’t want to make a new Wave Bank for them. Is it possible to have Project B point to a Wave Bank in Project A? Or can I somehow import the bank so those files are available in the new project?

Do you mean that each bank has to have a matching list of sounds in it?
For whatever bank or banks they have in common, they must have all the same waveforms and bank settings.
I’ve done it before and it didn’t seem to be a problem, although I didn’t test it a lot. Just make sure both FDPs are set to compile FSBs in the same directory with the exact same name and the exact same contents (sound definition settings and all). Again, I didn’t test this extensively, but it’s worth trying in your case.
Alternatively you could just merge your two projects, if it’s not out of the question.
