I am currently working on a potentially multiplatform game that may require different resampling settings for each platform. Is there a way to switch resampling settings and build different soundbanks?

In Designer there is a drop down box in the top left for the marked ‘Platform’. The type of compression format used for the FSBs is dependent on the platform, so you could set MP3 for PS3 and Celt for PC for example. Generally the file format is more important than the resampling method. You can choose the resampling method in code using System::setSoftwareFormat but AFAIK most titles just use linear resampling across all platforms because the other methods can be quite expensive.
