If I create a sound sample, create a channel out of that, and then call FMOD_Channel_AddDSP to it, then the channel’s output when played, must go through the DSP every time it is played.

Is there a way to preprocess this output so that this last step isn’t necessary? The DSP parameters remain constant, and it’s much easier to apply DSP effects programmatically than by hand.

No there is no way to do that simply via the API. If you don’t need real time effects, then could you just bake the DSP effects into your .wav files?
