Here’s what I’m trying to achieve:
I have a group of multi track events. They trigger the playback line on two paramters. 0 and 1. 0=happy 1=sad.
I’d like to name the parameter lines in all events to "Mood_State".
If I send a global state of the game to FMOD, will my designer file be able to have the playback head jump from 0 to 1 depending on the state of the parameter that I’m feeding it amoung all the events? Will all the events with the parameter line "Mood_State" read from the game properly? Or is each parameter line unique (like with an ID or something) but with the same name?

Unfortunately, no, it is not possible to do this in currently released versions of FMOD. You will have to set the state of every individual instance of every event in your game’s code.
As you have noticed, other users have asked about this, and so FMOD Studio will include ‘Global Parameters’ that can be used for exactly this purpose.
