For a college project, I’m trying to create a sound environment with Sandbox. I wanted to have people talking with each other within that environment. Is there a way to create 2 or 3 sound emitters/events in fmod designer that interact with each other (in sandbox)? So that the conversation makes sense.

Sandbox was designed only as a tool for auditioning the effects of 3D positioning and multiple event playback on events, and it contains no facility for writing the kind of event triggering logic that your project would require. There’s no way to make events react to what other events are doing without coding your own solution.
That said, you may be able to cheat. If your conversation is pre-scripted, you could use velocity parameters and multiple sound defs to make each "voice" fall silent at specific times, creating the illusion that it’s waiting for the others to finish speaking. It would require a bit of trial and error to get right, but it’s definitely doable.
