Is it possible to affect the volume inside the 3D Cone Angle? Or, at least mimic this behavior through other parameters?

Example:
I’m using the Sound Def 3D Min/Max Position Randomization to make water drips play all over the 3D space. But, I don’t want them to appear to be coming from straight ahead. What I think I need is the ability to adjust 3D Cone Inside Volume, making it sound like the drips are located hard left/right, or Ls/Rs, but never centered. Is this possible?

3D cone angle is based on the facing of the event, not that of the listener; It’s used to model sounds that are emitted more strongly in one direction (‘in front’ of the event) than in others.

It may be possible to achieve the effect that you’re looking for by controlling the orientation of sounds so that they’re always facing the same direction as the listener, so that the ones ahead of the listener (and facing directly away) are more attenuated by 3D cone angle. However, I suspect you may prefer to track whether events are in the listener’s field of view in code and automate their volumes based on that.
